Report Highlights the Role of PPNs in Emergency Preparedness

A new national report, “Building Community Resilience for Times of Emergency,” shines a spotlight on the vital role of Public Participation Networks (PPNs) in helping communities prepare for, respond to, and recover from emergencies.
Developed through a nationwide survey and a workshop held in Portlaoise in July 2025, the report was led by the PPNs of Tipperary, Leitrim, and Laois, with support from the Department of Rural and Community Development (DRCD). It captures real-life experiences from across the country, highlighting how PPNs have been central to community responses during storms, pandemics, and other crises.
Key challenges identified include the need for better coordination between agencies, clearer communication during emergencies, and stronger support for community-led action.
Despite these challenges, the report showcases inspiring local initiatives — from Roscommon PPN’s Community Hubs during Storm Eowyn to Kildare PPN’s “Be Winter Ready” campaign.
The report calls for a national policy on community resilience, emphasising collaboration between state agencies, local authorities, and PPNs. It also recommends investment in training, communication systems, and local emergency hubs.
