Co. Wicklow Local Community Safety Partnership Committee
Community safety is a broad concept that goes beyond just policing and crime. It’s about people being and feeling safe in their communities, and it includes everything from visible Gardaí to safe places for children to play. Community safety needs a multi-agency approach, where services work together to deliver on the needs of individual communities.
The new Local Community Safety Partnerships will bring all services and the community together at local authority level, replacing the existing Joint Policing Committees, to serve as a forum for discussion and decisions on community priorities.
Local Community Safety Partnership (LCSP) gives local people a stronger voice to identify and tackle community safety issues.
Wicklow PPN has 5 representatives on the Co Wicklow JPC made up of 1 representative for each of the five Municipal Districts from the Community & Voluntary Pillar.

Our PPN Representatives
Peter Nolan
Baltinglass Municipal Area Representative
At the present time Peter is secretary in Tinahely Men’s Shed insert row below. Previously, Peter was secretary in post 3 IUNVA (Irish United Nations Veterans Association) for approximately 10 years prior to this Peter served as a member of the committee at CANWIC (Community Association Northwest Inner City). Peter held this post for approximately 10 years.
Peter served in the Irish Defence Forces 34 years and during that time he was involved in training and administration.
Clare O’Connor
Bray Municipal Area Representative
Clare is Chair of Bray Head Residents’ Association (BHRA) which has an active neighborhood watch group that has enabled Clare to build solid relationships with members of the community Garda force over the past 10 years.
Clare is also Convener of the Alliance of Bray’s Residents (ABR), a network of 30 residents’ groups throughout Bray which has prioritised policing as one of two priority issues of common concern to all residents in the town.
If successful in being nominated to the LCSP committee Clare will ensure that there is clear two-way communication on policing issues between Bray residents and the Garda via her involvement in both the Neighborhood Watch and Alliance Networks.
Ciara Perks
Wicklow Municipal District Representative
Ciara is involved with the Community Center and the CE scheme and school in Newtownmountkennedy. Ciara in her work as a Peace Commissioner has a good working relationship with the local Gardai and has also worked with the council on local community issues.
Stephen Kearon
Arklow Municipal District Representative
Stephen has been an active volunteer in Wicklow for over 30 years and is deeply committed to strengthening community life. He has worked with local groups and charities including WITC, which provided IT training and support and Wicklow Dementia Support, where he served as Chair. He also served two terms on the Wicklow PPN Secretariat, promoting collaboration between community organisations, and was appointed a Peace Commissioner in 2010.
Currently Secretary of the Rathdrum Saint Patrick’s Day Committee and PRO for the Rathdrum Town Team Stephen plays a hands on role in fostering community spirit and local development. He also represented the community for two terms on the County Wicklow Joint Policing Committee, ensuring that people’s concerns were clearly voiced and taken into account.
Stephen holds a First Class Honours degree in Cyber Security and Digital Forensics, given him insight into emerging challenges such as online scams and cybercrime that affect the safety and well-being of communities.
He is committed to fairness, inclusion, and giving advice to all sections of the community, particularly those who may otherwise be unheard. With the transition to the Local Community Safety Partnership Stephen is eager to continue working in partnership with communities, agencies, and statutory bodies to build a safer, more connected, and supportive Wicklow.
Yvonne O’Neill
Greystones Municipal District Representative
Yvonne O’Neill Events Manager with Greystones Town Team, has previously organised community events within Greystones, including Picnic in the Park, Christmas in Greystones and the Saint Patrick’s Day Parade.
Experience in volunteer organisation, event planning, security management and event management.
Yvonne is also a member of Greystones Autism Friendly Town Committee and Chair of Saint Laurence’s National School Parents Association.
